In any case, the military already has a capable intelligence unit and having another agency who's sole purpose is to red-tag somebody reeks of malicious intentions. The operation now served as a way to control the masses, like a social credit score system. If you did something and the government doesn't like it? then surely your name will go straight to the red-tagging list.
The ammended Anti-Terrorism Act during the Duterte administration will do just like that, it's so vaguely written that anyone can be arrested if they exhibits even a hint of speaking against the government. This level of deception and trickery by the government has fooled everyone including its "like-minded" allies into thinking that the Philippines is a free country, no it's not.
